Of course they won't single out this as the sole reason. So they say use the standard kind of reasons like 'safety for consumers' or 'obstruction to public transporters'. Imagine if I were to use MRT to courier goods or letters all over the island, or rather thousands of people do that on the MRT. It will make the MRT look like a clown, hence such rules need to be enacted to prevent people from taking advantage of it.
